Dr. Sylvia Tumuheirwe is the Woman Member of Parliament for Rukiga District and a seasoned finance and management professional. She previously served as Deputy Managing Director – Finance and Corporate Strategy at the National Water and Sewerage Corporation (NWSC), where she led strategic financial and commercial operations.

She is a Chartered Accountant and holds a Master of Business Administration (MBA, First Class/Distinction) from Maastricht School of Management, Netherlands, with a specialization in Corporate Strategy and Economic Policy, as well as a Bachelor of Commerce in Finance (Upper Second Class) from Makerere University, Uganda. She is also a member of the Association of Chartered Certified Accountants (ACCA), UK.

Dr. Tumuheirwe has completed numerous professional development programs in areas including Corporate Governance, Team Building and Supervisory Skills, Marketing of Services, Procurement, Utility Management Improvement, Reduction of Unaccounted-for Water, Customer Care, and Credit & Debt Management. She has provided technical assistance, advisory services, and training to external clients, focusing on improving commercial and financial systems across Tanzania, Kenya, Ethiopia, and Zambia.
